EV Fire Safety for Councils: Depots, Libraries and Public Charging

Local government sits at the sharp end of the lithium-ion shift. Councils are electrifying their own fleets, installing public charging, running libraries and community centres full of rechargeable devices, and fielding questions from residents about e-bikes and shared scooters. Each of those brings a lithium-ion fire risk that lands on the council's duty of care.

Lithium-ion fires aren't like the fires most facility plans were built around. They ignite with little warning, burn extremely hot, produce dense toxic smoke, and can reignite hours after they appear to be out. For a council responsible for staff, contractors and the public, that's a risk worth getting ahead of.

Where the risk shows up in local government

  • Fleet depots and workshops — electric vans, utes and plant charging and parked in enclosed spaces, often overnight.

Councils carry work health and safety duties to staff and contractors, and a broad responsibility for the safety of the public using council facilities and land. As lithium-ion charging and storage spreads across depots, buildings and public spaces, managing that fire risk becomes part of the same duty — identifying where batteries are charged and stored, and making sure an appropriate response is genuinely on hand.

A practical approach for councils

  1. Audit the batteries. Map charging and storage across depots, buildings, public car parks and any operator schemes on council land.
  2. Equip the high-risk points. Place lithium-ion-rated extinguishers and containment blankets in depots, workshops and charging areas — not just standard extinguishers at the entrance.
  3. Set requirements for operators. Where scooter or bike-share operators use council land, make lithium-ion fire equipment and safe charging part of the agreement.
  4. Brief and train staff. Depot and facilities teams should understand that a lithium-ion fire behaves differently, can reignite, and needs containment as well as suppression.
  5. Plan for waste. Give residents safe battery drop-off options to keep them out of kerbside bins and trucks.
