Cheaper Home Batteries + NSW VPP Incentive: The Rebates Driving Australia's Home Battery Boom — And What They Mean for Fire Safety

Since the Federal Government's Cheaper Home Batteries Program launched in July 2025, more than 250,000 home batteries have been installed across Australia. Combined with the NSW Government's Peak Demand Reduction Scheme (PDRS) VPP incentive, NSW homeowners can stack savings of up to roughly $5,000 on a typical battery install. The result: home battery uptake has jumped from roughly 1 in 40 Australian homes to 1 in 24 in less than a year.

That's a lot of lithium-ion energy moving from grid-scale facilities into suburban garages, side-of-house enclosures, and shared utility rooms. For homeowners, businesses, strata buildings and installers, the rebate is the easy part. Understanding what these batteries actually are — and what happens if one fails — is the part most people skip.

What the rebates actually offer

Federal: Cheaper Home Batteries Program

  • Discount: Around 30% off the upfront cost of a small-scale battery system
  • Eligible size range: 5 kWh to 100 kWh nominal capacity
  • Rebate applies to: The first 50 kWh of usable capacity
  • Open to: Households, small businesses, and community organisations
  • Budget: Expanded to $7.2 billion across four years
  • Runs until: 2030

From 1 May 2026, a new tiered structure applies:

  • Tier 1 (0–14 kWh): 100% of the STC rate
  • Tier 2 (14–28 kWh): 60% of the STC rate
  • Tier 3 (28–50 kWh): 15% of the STC rate

In short — smaller systems still benefit fully, but larger systems now receive proportionally less per kWh.

NSW: PDRS VPP Incentive (BESS2)

The NSW Peak Demand Reduction Scheme provides an upfront incentive of up to $1,500 to households and small businesses that install a battery and connect it to a registered Virtual Power Plant. Net payments typically range between $720 and $1,500 after admin fees, depending on size and provider. The NSW VPP incentive stacks with the federal rebate, making NSW one of the most generous battery markets in the country.

The earlier NSW upfront battery rebate (BESS1) closed on 30 June 2025 when the federal program took over the installation discount role.


The scale of what's happening in our homes

The numbers behind the boom are striking:

  • 250,000+ home batteries installed nationally since July 2025
  • 11,400+ NSW installations in the first six months of the NSW scheme alone
  • Average system size now exceeds 20 kWh, with batteries up to 100 kWh eligible
  • 1 in 24 Australian homes now has a battery — and growing fast

A typical 13.5 kWh home battery stores roughly the same amount of energy as 50 e-bike batteries packed into a single unit. A 27 kWh system stores roughly 100. These are no longer niche pieces of equipment — they're standard household infrastructure.


What a home BESS actually is

A Battery Energy Storage System (BESS) is a sealed lithium-ion battery pack — usually wall-mounted or floor-standing — paired with an inverter and battery management system. Most current home installs use lithium iron phosphate (LFP) or nickel manganese cobalt (NMC) cells. Both are well-established chemistries, but both carry the same fundamental risk: thermal runaway.

Thermal runaway is a self-sustaining chain reaction inside a damaged or defective cell. Once it begins, it can:

  • Reach temperatures over 1,000°C
  • Cascade through adjacent cells in the pack
  • Release flammable and toxic gases (including hydrogen fluoride and carbon monoxide)
  • Reignite hours or days after appearing extinguished
  • Resist suppression by conventional fire extinguishers and water alone

It's worth being clear: home BESS units installed under the federal program must use CEC-approved batteries installed by SAA-accredited installers, in line with AS/NZS 5139. These are quality systems with proper engineering controls. But every lithium-ion battery — no matter how well-made — is one short circuit, one physical impact, one manufacturing defect, or one water ingress event away from failure.


Why home BESS fires are different from other fires

Fire and Rescue NSW recorded 323 lithium-ion battery fires in 2024, up from 165 in 2022 — a 95% increase in two years. Emergency services now respond to roughly 5.7 lithium-ion fires every week across NSW. Most of those are still e-bikes, e-scooters and small power tools, but home BESS incidents are climbing as installation numbers climb.

What makes a BESS fire different:

  • Energy density. A 13.5 kWh battery contains the equivalent energy of around 1.5 litres of petrol, but releases it through a fundamentally different failure mode.
  • Location. Most home BESS units are installed in garages or against the side of a house — often adjacent to the family car, the meter box, or living spaces.
  • Suppression resistance. Standard ABE dry-chemical extinguishers may suppress visible flame but won't stop thermal runaway. Water can help cool the pack but creates its own electrical and runoff risks.
  • Re-ignition risk. Even after the fire appears out, internal cells can re-enter thermal runaway hours later.
  • Toxic gas release. The off-gassing phase often begins before visible flame, which is why early evacuation matters more than firefighting.

Fire and Rescue NSW's clear advice if a BESS is involved in a fire: evacuate, call Triple Zero and mention BESS, and do not re-enter until cleared by emergency services.


Where the new laws stop and homeowner responsibility starts

AS/NZS 5139 sets out installation and safety requirements for residential BESS — siting, ventilation, clearances, signage and shutdown. The federal rebate enforces use of CEC-approved products and accredited installers. These are meaningful safeguards.

But they cover the moment of installation. They don't cover what happens five years later when:

  • A reno or a flood compromises the enclosure
  • A vehicle reverses into the wall the battery is mounted on
  • An ageing cell develops an internal short
  • Firmware updates lapse or a battery management system loses comms
  • The original installer goes out of business and no one is doing periodic checks

That ongoing risk profile is what residential fire safety equipment exists for — and it's where most homeowners, strata schemes and small businesses are currently underprepared.


What practical home BESS fire safety looks like

1. Site-appropriate fire blankets

Purpose-built lithium-ion fire blankets are designed to contain a burning battery, smother surface flames, contain toxic off-gases and protect surrounding property while emergency services respond. They're not designed to "extinguish" thermal runaway — nothing reliably does — but they're the single most useful piece of equipment to have on hand in the early minutes of an incident.

2. Lithium-ion fire extinguishers

Specialised lithium-ion extinguishers use a cooling agent designed to draw heat out of the cell and slow propagation, rather than just attacking visible flame. Keep one mounted within arm's reach of the battery enclosure, not buried in the laundry cupboard.

For specific audiences


Smart habits for living with a home battery

  1. Site it properly. A cool, ventilated, low-traffic area away from entries, exits, and combustibles, in line with AS/NZS 5139. Your installer should already be doing this — verify it.
  2. Keep clearances clear. Don't store fuel, paint, garden chemicals, or stacked cardboard within the manufacturer's clearance zones.
  3. Schedule periodic inspections. Most manufacturers recommend a check by an authorised technician every 1–2 years. Diarise it.
  4. Know the shutdown procedure. Every household member should know where the BESS isolation switch is, and how to use it.
  5. Have safety equipment within reach. A blanket and a lithium-ion-rated extinguisher mounted near (not inside) the enclosure.
  6. If the worst happens: evacuate, close internal doors behind you, call 000, mention BESS, and stay clear until cleared.
